Welfare Activities
It is stated that Rashtriya Shoshit Parishad activities are numerous. Specific & suggestions, proposals are sent to the states as well as Central Govt.’s and closely followed the progress and suggested actions. A few Subjects / projects on which the Rashtriya Shoshit Parishad has initiated actions are listed as below:
1. The Delhi Development Authority, New Delhi is Planning & Constructing and making allotment of residential plots/Flats/Shops/Kiosks and Industrial Plots in Delhi. The Rashtriya Shoshit Parishad has taken up the case for provision of reservation to the Scheduled Caste / Scheduled Tribes members of the communities on 25% reservation basis. The Rashtriya Shoshit Parishad had persuaded the DDA for allotments to the members of the Scheduled Caste & Scheduled Tribes in various colonies in Delhi, namely Vasant Kunj, Munirka and Nagin Lake Colony set up by DDA in New Delhi. The RSP is still persuading DDA to fill up the backlog of remaining vacant plots/flats. The result has been that in the Ambedkar Awas Yojana the number of allotment of small plots & flats was allotted which was of immense benefit to poor SC/ST people, who specially thanked the Rashtriya Shoshit Parishad.
2. Similarly, the Rashtriya Shoshit Parishad took up the case with the Oil Companies through Ministry of Petroleum for allotment & reservation in LPG agencies and Petrol Pumps and also in bulk LPG Transportation route permits for the SC/ST, community applicants. A delegation of representative of Rashtriya Shoshit Parishad also met Hon’ble Minister of petroleum and chemicals Shri Veerapa Moily in his office to pressurize demands and suggestions for which the Hon’ble Minister gave assurances.
3. To educate & develop the young unemployed youths belonging to SC/ST Community through small entrepreneurship of Scheduled Caste & Scheduled Tribes from all over the Country engaged in the industrial growth of the Dalit Society. The Rashtriya Shoshit Parishad has constituted is unit the Siddhartha Chambers of Commerce & Industries which has large number of membership of Scheduled Caste / Scheduled Tribes entrepreneurs from all over the Country engaged in Industrials growth of the Society. The future training programmes for Development work in this regard is being taken up of small units through Ministry of MSME, Govt. of India, New Delhi.
4. The Ministry of Social Justice & Empowerment, Govt. of India, New Delhi was persuaded to consider and take action for the Development of career of SC&ST Students in the Higher Sector of Education. The Ministry of Social
Justice & Empowerment, New Delhi has informed the Rashtriya ShoshitParishad that it has selected about 202 notified Institution of Higher learning and has selected 2 to 12, brilliant candidates from among the listed institutes notified by the Ministry of Social Justice Empowerment and provides them.
a. Full Tution fee & non-refundable chages.
b. Living expenses @ Rs. 2,220/- per month.
c. Book & stationary & @ Rs. 300/- per annum
d. A latest Computer with accessories like UPs, Printer, Multimedia limited to Rs. 45,000/- required for pursuing their Higher Studies. This scheme has now been revised w.e.f. the selection year 2012-13. The annual family income ceiling from the selection year 2012-13 has been revised upward from existing Rs. 2.00 Lakh to 4.50 Lakh subject to the Condition that if for the last available step in an Institution these are more than one students, with equal marks, preference may be given to the students with lowest parental Income. Besides, the Rashtriya Shoshit Parishad has also taken up the case for release of funds under various schemes for social, economic and educational development of SC&ST students. After protracted correspondence with the Ministry of Social Justice & Empowerment has informed vide its letter No. SCD/1/DS/2/2015 dated 14-09-2015(Copy enclosed), that the following schemes are being funded by it.
i. Babu Jagjiwan Ram Chhatrawas Yojana
ii. Central Sponsored Schemes of up gradation of Merit of SC students
iii. Central Sector Scholarship Scheme of Top Class Education for SC Students
iv. Free Coaching for SC&OBC Students Details reply received through letter No. 17020/9/2015/SCD-I dated 17-09- 2015 has been confirmed. A photo copy isenclosed for perusal.
5. A News was published in the Hindi Newspaper “Rashtriya Sahara” dated 06/08/2013 copy enclosed where it will be seen that the then Minister of Environment & Forest Hon’ble Shri Jai Ram visited “Kashi City” & met a deputation of the 1500 Dhobi s residing in the city of Kashi. They brought to the notice of the Hon’ble Minister that Dhobi Community in the Kashi City is very much concerned that due to their washing dirty clothes in Ganga River the Holi River is getting Polluted & the Dhobis are therefore looked down upon as culprit for this sin being committed by them. They therefore pleaded with the Minister for alternative arrangements for Dhobis Ghasts where they can shift their activities of washing the dirty clothes. The Hon’ble Minister was kind enough to sanction a grant in aid of Rs. 5 Crore as financial aid to Kashi Town Municipality for constructing Dhobis Ghats at different place in the city to avoid pollution of Ganga River. When The Hon’ble Minister Shri Jai Ram met the Dhobies they pleaded with him in one voice that they do not want to wash cloth in Ganga river because by doing so they are polluting the Holi Ganga Water with the dirt of clothes they remove by washing. They also assured the Minister that if Dhobi Ghats are constructed in the City at different places then they will stop washing clothes in the Ganga River which could be a humble service to the Ganga Mayya & their mother land. The case was vigorously followed with the Ministry of Water Resources, Sharm Shakti Bhawan, New Delhi & the Govt. of Uttar Pradesh drawing their attention that the Govt. of India, as well as of UP Govt. & vigorously followed to uplift the wretched life of Dhobis. Dhobi Ghat to be constructed away from the river banks. It is a matter of great consolation that the Govt. of UP instructed the Municipalities of Allahabad & Varanashi & they have confirmed construction of Dhobi Ghats at various places in both cities.
6. A news paper reported that about 68000 posts of various categories pertaining to SC/ST are lying vacant in various Railways Divisions in India. Accordingly the case was taken up with Hon’ble Minister to look in to the matter and arrange to fill up the backlog vacancies of SC/ST Community. After protracted correspondence with the Railway Ministry, the office has confirmed that Railway Ministry has received our various representations submitted to Hon’ble Minister Shri Suresh Prabahakar Prabhu to arrange to fill up SC/ST vacant post in different cadre , and confirmed that action is beingtaken up for filling up all the back log vacancies.
7. The CPWD – office of the Chief Engineer Division -10 had advertised in 2010 acancies of various cadre in group C & D including the Post of E&M operators for which out of the total applicant about 85 candidates qualified in written tests out of which 45 candidates were finally selected after interview. But after of appointment were not issued on account of infighting among officers of CPWD. The case was taken up at Ministry of Urban Development level & the CE (Civil) CPWD – Div. – 10 was summoned on our request to National Commission of Scheduled Caste in hearing fixed by them. After hearing both the side and perusal of documents necessary instructions were passed to CPWD to offer appointments to all the selected SC/ST candidates to redress the injustice. The CPWD has been taking action accordingly and offer of appointment have been issued to the Scheduled Tribes Candidates. The action to fill up the Scheduled Caste vacancies is under process.
8. A case has been taken up with the Govt. of Delhi’s State, Deptt. of Social Welfare for SC/ST/OBC/Minorities, in regard to prepare a suitable project for the Socio Economic Development of Dhobis in the city of Delhi. Dhobies belong to Scheduled Caste & are having a wretched life. Their living standard after independence has gone worst. They do not have modern Dhobi Ghats with provision of workshop. As a result they work in sunshine in summer season and in the open during the winter and rainy season. Their females do not have proper place to sit and give breast feeding to their infants. They do not have even proper place to ease themselves. Their ladies do not have privacy to attend to natural call. Several representations have been submitted to Dy. Chief Minister/ Chief Minister and Lt. Governor for indifferent attitude of the Social Welfare Department. The action is being taken at Chief Minister level because officers have been passing the responsibilities on each other’s department. The Lt. Governor was approached & after seeing the inordinate delays in executing a meaningful action & indifferent attitude of the officers of Deptt. of Welfare, for SC/ST/OBC/Minor, the work relating to Welfare project for Dhobis has been transferred from Dept. of SC/ST/OBC/Minority to the Dept. of Urban Development, Govt. of Delhi for expediting the Welfare project. The subject matter is closely watched & we are reminding repeatedly to Chief Minister & Dy. Chief Minister/ Principal Secretary (Urban Development) of Govt. of Delhi to look in to the matter & expedite the Welfare Project for Dhobis of Delhi.
